Court opens case on UOJ lawsuit over website blocking in Bulgaria
The Kyiv District Administrative Court accepted for consideration the case against the national center regarding the illegal blocking of the Bulgarian website of the UOJ.
On August 8, 2025, the Kyiv District Administrative Court opened proceedings in the administrative case of the company TEAM OF THE ORTHODOX JOURNALISTS (TOJ) LTD against the National Center for Operational and Technical Management of Electronic Communication Networks of Ukraine. This is evidenced by the court ruling in case No. 320/37284/25.
The UOJ demands to recognize as unlawful and cancel the order of the National Center dated March 29, 2025, No. 179/2980 "On restricting access to the internet resource," which blocked the website of the Bulgarian branch of the Union of Orthodox Journalists in Ukraine.
In addition, the UOJ demands that the National Center be obliged to publish the court's decision on the official website of the State Service of Special Communications and Information Protection of Ukraine.
Judge M. Ya. Vistak determined that the case will be considered under simplified procedure without summoning the parties based on the available materials in written proceedings. The defendant is offered to submit a response to the lawsuit within 15 days.
The ruling notes that the dispute arose from public-law relations and is subject to consideration under administrative proceedings. The court stated that the claim complies with the requirements of the Code of Administrative Procedure of Ukraine.
Earlier, the UOJ wrote that at the request of the SBU, UOJ websites in America and Bulgaria were blocked in Ukraine.
