Albania becomes first country to appoint an AI as Minister – Reuters
An AI bot will now serve as Minister for Anti-Corruption.
On September 11, 2025, Albanian Prime Minister Edi Rama announced the appointment of a bot minister created with artificial intelligence. Named Diella – meaning “sun” in Albanian – she will oversee all state procurement, immune to bribes, threats, or attempts at favoritism, Reuters reports.
Rama explained that Diella will manage and award all government tenders through which contracts are signed with private companies for various projects.
“Diella is the first cabinet member who isn’t physically present, but is virtually created by AI,” the Prime Minister said at the presentation of the new government. According to him, she will help make Albania “a country where public tenders are 100% free of corruption.”
Reuters notes that public contracts have long been a source of corruption scandals in Albania – a Balkan nation that experts say has become a hub for gangs laundering profits from global narcotics and arms trafficking. This reputation has complicated Albania’s bid to join the EU, which Rama aims to achieve by 2030.
The government has not provided details on what human oversight will be exercised over the AI minister, nor has it addressed the risks of possible manipulation of the bot.
