Restoration of St Florus Convent: Former KCSA official reported suspicion

A former deputy general director of the Kyiv Scientific and Methodological Center for the Protection and Restoration of Monuments is suspected of embezzling 660 thousand hryvnias of budget funds.

The Prosecutor's Office of Kyiv reported suspicion of the former deputy general director for restoration and operation of the Kyiv Scientific and Methodological Center for the Protection, Restoration and Use of Historical, Cultural Monuments and Protected Territories of the executive body of the Kyiv City Council (KCSA). The official is suspected of embezzling budget funds during the restoration of a historical monument – a building of the Saint Florus Convent.

According to the Desniansky District Prosecutor's Office of Kyiv, the suspect concluded a contract with a commercial contractor to perform restoration work on a monument of urban planning and architecture of national significance. However, as the prosecutor's office claims, the work was performed poorly.

Despite this, the official ensured the approval of acts of acceptance of completed construction work, based on which funds from the capital's budget were transferred to the accounts of the contractor company.

Conclusions of forensic examinations confirmed damage to the city budget in the amount of 660 thousand hryvnias.

The actions of the ex-official are qualified under Part 4 of Article 191 of the Criminal Code of Ukraine (Misappropriation, embezzlement or conversion of property by malversation). 

Earlier, the UOJ wrote that the Kharkiv Prosecutor's Office reported on stripping the UOC community of St Michael’s Church in Krasnokutsk, Kharkiv region, of ownership rights to its church.
