Metropolitan Theodosiy urges UN in Geneva to better protect believers
At the UN Human Rights Council in Geneva, the UOC hierarch raised the issue of how effectively international mechanisms respond to violations of believers’ rights in Ukraine.
Metropolitan Theodosiy of Cherkasy and Kaniv, speaking before the UN Human Rights Council in Geneva, drew attention to what he described as the ineffective response of international human rights mechanisms to numerous appeals concerning violations of the rights of UOC clergy and believers. The hierarch made the remarks in his second address during the Council’s 63rd session, according to the Cherkasy Eparchy’s Telegram channel.
The statement was delivered on September 24, 2026, during the general debate under Agenda Item 5 – “Human rights bodies and mechanisms.” The debate took place during meetings held on September 24–25.
Metropolitan Theodosiy said that he, along with other bishops and clergy, is facing criminal prosecution over sermons, public statements, and theological positions. According to him, such speech is protected under international law. He referred to a press release issued by UN experts but noted that the situation had not changed significantly following their public response.
The hierarch also spoke about complaints that continue to be submitted to the UN system. They concern violence against believers, the mobilization of UOC clergy and their assignment to serve as ordinary military personnel, as well as the transfer of churches to the control of other religious communities. He also separately mentioned the court proceedings concerning the legal existence of UOC structures.
In conclusion, Metropolitan Theodosiy called on the UN to seek more effective ways of responding to information it receives about alleged systemic violations. The effectiveness of the organization’s mechanisms was also raised in an official written statement submitted as part of the 63rd session.
